Refund Check not delivered

I filled tax returns through IBSN (https://www.ibsntax.com); they received my 2010 NJ refund

check at their US address. They send a mail to pay $15 as mailing charge for delivering the check.

I paid INR 690(=15*46) with the transaction confirmation ID 1306536772 for the same.

But they are not sending those checks to me. Even I am not getting any response to several of my emails. Their office phone numbers are switched off.

I am really frustrated at their behavior.
