Please confirm if an ICICI Lombard policy would be started over a phone call

consent from the customer without even checking if a credit card is active and is with the customer?

If I do not hold an ICICI credit card, even with a consent over a phone for the policy, would I be entitled to pay the outstanding balance on credit card I dont hold?
