Never apply for a Credit Card on the basis on exisitng ICICI Credit Card

Dear Sir

Please investigate this at your end before publicising it as this may take many of the Consumer's like me to a stage near bankruptcy. Please look into it on an urgent basis

Thanks for your prompt reply and thanks for telling me the process of these transactions.By reviewing all these things, it has noticed that the Visa Registration Process has been designed keeping in view the Merchants' Gain or a Fraud's Gain. There sre many things being asked by the application to register for 3D secure code and generating a PIN simultaneously. If you notice the registration process, you will notice big flaws and loopholes which may end in a big mess. As far as I am concerned, I have noticed some of the loopholes in the registration process, as per the information required by it, as mentioned below :

1> First Name & Last Name - everybody knows it, who knows me. Even your Back Office guys knows it.

2> Mobile Number - everybody knows it, who knows me. Even your Back Office guys knows it.

3> Date of Birth - To be provided at many occassions. For example, at the time of applying for a new card, new loan account, other financial accounts etc. Even your Back Office guys knows it.

4> Date of Issuance of the Card - Xerox Copy of the front panel to be provided at many occassions. For example, at the time of applying for a new credit card of other banks (to verify the details and the credibility) or applying for a new loan et. Even your Back Office guys knows it and even you guys demand it at the time of applying for a new card, when it has to be issued on a Card-to-Card basis

5> Card Number - Thats the basic necessity. Xerox Copy of the front panel to be provided at many occassions. For example, at the time of applying for a new credit card of other banks (to verify the details and the credibility) or applying for a new loan et. Even your Back Office guys knows it and even you guys demand it at the time of applying for a new card, when it has to be issued on a Card-to-Card basis

6> E-mail Address: Once again, many people knows it, who knows me and it has to be provided on many occassions too. You can not hide it anywaz and you can not open different E-mail Accounts for different Financial Accounts. For example, at the time of applying for a new credit card of other banks (to verify the details and the credibility) or applying for a new loan et. Even your Back Office guys knows it and even you guys demand it at the time of applying for a card

7> Personal Assurance Message: If you are aware of all the above things, you can very well phrase it because Card Number, Date of Issuance of the Card and the Date of Birth are enough to login in my account and to make any changes to it

I very well understand that it's the customer's responsibility to keep the PIN and card details secure but what will happen when the customer has not generated the PIN by himself and when your processes for applying a new loan / credit card forces a customer to provide his card details which are easily used for the registration process on your so-called safe websites.

What is unique to every customer and what has very rare chance to be leaked is not required by you anywhere in the whole process and that is, the CVV number, which is normally taken care of. which shows that 's you have designed your process for Merchant's gain and the fraud's Gain, which is clearly stated here.

If I would have been a Credit Card sales executive, I would have got everything and made fardulent transactions, such as this one because all the details required by you for the registration process are already available with me in the New Credit Card application form with the necessary proofs such as, Old Credit Card Xerox copy and other things are already mentioned by the Customer in the Form.

Secondly, I never did this registration process on my card, which means the registration done on 30th July'09 was done by that fraud person and not me. thus, whole process has been fradulent.

Thirdly, if you notice other bank's process for visa registration, you will see that they demand the CVV number to complete the process such as SBI Credit Card, Standard chartered Credit Card etc. and I am pretty happy with their services.

Further, you can not say that the registration process used by you is a general format and has been authorised as it will indirectly say that the process used by other banks, as mentioned above, is wrong and not authorised.

Moreover, this mail has also been sent to Banking Ombudsman so that they make take some hard measures, so that it should not be repeated with any other person

For your reference, visa registration process for one of the major credit card issuers has been attached.

Now, after discussing all these points, I would request you to :

1> Provide all the investigation documents collected by you against my transaction dispute.

2> If this transaction can not be reversed and can not be credited back to me account, I would request you to please provide the Payer's Contact Number, Name, Address as this transaction was made in lieu of some outstanding to Tata Indicom, Mumbai and that must be against some services taken by some person. As this has been made on my account and I have to pay for it. Thus, I am legally the owner of all this information and asking for the transaction details

3> Review your registration process else it may land you in legal troubles and try to design it is customer's favour and his / her safety

4> If you agree there are loopholes in your process, reverse the charges levied on my account

5> Provide me a response as soon as possible as I need to log a complaint in the Consumer Court against your illegal means and to claim for this fardulent transaction and all the mental and physical harassment done by you guys on me.

6> Provide me the process to contact Cyber Cell as I would like them also to investigate this case as well as your working procedures

With reference to our e-mail of December 29, we would like to inform you that the transaction disputed by you are done on 3 D secure site which is password based. This confirms that the transaction has been authorised by you. Please note that as per visa international guidelines for such transactions chargeback cannot be raised with the merchant.

As per our investigation, 3D Secure registration took place on 30th July '09. We would like to inform you that it is the customer's responsibility to keep his PIN and card details secure.

We would like to inform you that once the transaction is swiped on the card or done through internet, bank cannot stop the payment to merchant unless the transaction is void by the merchant. However, as per the VISA guidelines bank can raise an chargeback with the merchant bank. In your case since the the transaction was done through 3 D secure site chargeback cannot be raised with the merchant as mentioned in earlier para of our e-mail.

Please note that for security reason, the bank sends an SMS to the customer for all swiped transaction above Rs.2000.00 and for E-com transaction above Rs.500 as per the current policy (Bank policy is periodically reveiwed and necessary changes are made accordingly) so that the customer can block the card to avoid further fraud and can raise chargeback.

Further, you may report the fraud to Cyber Cell.

We would be glad to extend our full co-operation in the investigation done by Cyber Cell.

The current outstanding on your credit card is Rs.1, 999.73. We request to make the payment as per your statement which will be generated on January 20 to avoid any levy of charges.
