Non receipt of refund of ipo

I had applied for 525 nhpc shares but neither i have received the shares nor the refund order yet. i have comunicated 4 times to its registrar but are unable to provide the information about my refund. my application no. is 11645197 dd no. 488588 amount 18900/- in the name of pawan kumar. pls do the needful because i m in ugrent need of funds
