Not accepting pan form which is taken online from website

Sir,

This is Nilesh Patole contact no.9823989341 when went to submit the PAN form to the NSDL centre at Pimpri, PJ Chambers Doshi Associates the concern person incharge rejected the form stating that form downloaded from the net is not accepted. The form should be purchased from them at Rs.5/- and then it will be accepted when i called to mumbai HO they were transfering the line from person to person but no solution. I think so this the could source of income per form Rs.5/- than every citizen will start selling the forms.
