Refund of Money for non confirmed Tickets

Sir,

I Purchased Waitlisted e-ticket For three persons on 14th December thru online IRCTCs e-Ticketing Service for coming from New Delhi to Asansol Jn by Sealdah Rajdhani, Train No.2314 on 31st December (date of Journey). Deatils are given below

Till 31 st december only one ticket got confirmed.we all 3 persons came to Railway Station, thinking that other 2 tickets may get confirmed but till the departure of the train those two tickets remained wait listed.so only I could perform the journey and i had to send back the other two persons home. After reaching Asansol, i wrote to IRCTC for refund of money. They replied that the money can not be refunded. I again wrote to them but neither they are refunding the money of Two tickets nor replying.
