Non receipt of Refund of Railway Ticket booked and cancelled online

I have booked the ticked from Mumbai CST to Howrah (Kolkata) but the train was running late more than 3 hours and hence my wife and kids not travelled because it would be inconvenient for them to travel at mid night. Hence we cancelled the ticked next day by filing the TDR online on 4th September. Now it is more than 6 months and the status is same “Forwarded to Railway”. I checked the TDR filling rules and it is written that The refund process will take at-least 60 days and more but there is no maximum time within which the TDR request will be processed. I have written so many mails to IRCTC sicnce December and every time I am receiving the reply that "Thanks for bringing forward your query. We have forwarded your request to the concerned department. You will be receiving the same shortly. " The details of the passenger is given below:
