Deduction of charges without any preinformation

Respected sir,

I want you to inform that axis bank has opened my saving a/c in November.this was conveyed to me that my a/c is a zero balance a/c so i deposit some of the money to activate my a/c as informed by axis bank. I deposited Rs.-.and withdraw Rs. 1500/- after few days.after few months i withdraw Rs.200/- and my a/c was left with Rs.280/- only (Rs.20/- were deducted as ATM charges as i used icici bank's ATM to withdraw my money because axis's bank ATM was not working that time). Mostly there is some problem with axis bank's ATM.i was thinking that my a/c has Rs. 280 in it but i was very shocked that time when i checked my a/c after a month that it was showing my balance in negative. It was at Rs.-489/-i.e. minus four hundered and eighty nine. I talked on this matter to the cutomer care service of Axis bank on 22 May they said that your money will be returned to you next month.so i wait till june and today is 15th june but the deducted money is not returned yet. So kindly tell me the procedure or do something on your part how i can solve my problem.they have no right to deduct money from a zero balance saving a/c without any preinformation and now they are making fool of me by providing me wrong information.i want you to take some action against them so that they can't do this kind of thig with any other person.
