Eduction of money for caller tune

Sir,

I wish to state that BSNL is required of money, by giving caller tunes to those who do not require it and deduct money from there account. This is not the proper way of increasing the revenue. This is simply cheating the customer. Yestarday 12/11/08 at 9.30pm i received a message from 56700 that Rs20/= is charged for BSNL Tunes which is not wanted by me or not requested. If any person want to call without money will the company allow, as the same the company must not require others money.pls take action to pay back.
