Delay in the Refund against cancelled Train

It is a surprise that on cancellation of the train due to Railway's internal policy, rather than being compensated for the inconvenience caused, Passengers have to wait for more than 3 months to get the refund (as stated by the IRCTC customer care, Reading the Policy of Refund)

Ajmer shatabadi was cancelled due to Gujjar's Voilance in Rajasthan on 02/06 and to get the refund I had to write 3 times to IRCTC & wait for 109 days and finally got the return on 21/09.
