I Ticket delivered to wrong person

Hello,

I had booked an i- ticket from Baroda to Pune. The ticket got delivered to wrong person. I did not receive the tickets and nor did I sign the courier receipt. The ticket web track shows that the ticket has been delivered and signed by person named Ramana. Indian Railway website clearly mentions that courier delivery person should ask for proof of identity before handing over the tickets. How did they deliver the tickets to Ramana whereas the addressee name is Sharad. I called up the courier office several times and every time they give me false promises to find the person to whom the tickets were delivered. I also sent email to them and Indian railways. But did not receive any response so far.

Any suggestions on how to recover the ticket or the money.
