RC book held back - Not provided

I had purchased Mahindra Flyte in June from M/s. MOHOL AUTO AGENCY, Vasai. Till date my RC is not provided by the Auto Agency. The subject auto agency is refusing to provide me my vehicle registration book since it has some settlement issue with the financing institute by which my vehicle was financed. This financial institute was suggested by the Auto agency themselves.
