Non-delivery of a camera, amount already pain in Aug-09

Dear Concern,

I purchased a Kodak Digital Camera online from India today book club and paid them through credit card in Jul month, but till 2 months (Sep 2009), they didn't send any product, then I raise a request to India today customer care for cancel order, and they committed that they will refund the amount within 15 days, again more than 3 month gone but they didn't return money, please suggest that how can I raise a complaint against them, please let me know the process... I have all the proofs, i.e. Credit card statement, Order number, order cancel reference number.
