Non delivery of product/refund

I ordered Philips Home theatre on 4th July 09 (order ID 7770033608) with a committment of 15 days delivery period. After calling no. of times and writing mails, they had different excuses such as product was out of stock, there is system problem, packing problem and lastly that the product cannot be delivered at your registered address (How they booked the product at my given address, they should first verify for the delivery service of their courier). Then I request for refund and they promised to refund the money in 21 days. Now I got a mail asking for the submission of scan copy of credit card statement showing the payment to them. How it is possible that without getting payment they had processed my order. Why they cannot check from their system. As now I does not have the statement, and requested to see at their end and refund my money. It seems this is a fake company and cheating the people. Its my humble request to the cunsumer forum to intervene and help me for the refund of Rs 7580/-. I had the worst experience with this company as the reply from their phone service is very casual and same all the time that you will get your product in next 7 days positively without going into actual facts. Please help.
