Non activation of Southzone roaming

I am a post paid customer of Warangal District, A.P.& have requested through message SR2 ACTYIVE for southzone roaming facility on 22-12 as guided by call centre 121 executive and received a message that my request has been registered & will be processed within 48 working hours and the call charges @ 2/- per minute from message centre No:919849087012 on 22-12 at 20:19:53. On reaching Chennai for training I was astonished to see that the same was not activated after 48 hours. On return from Chennai when I contacted 121 it was stated that the same was not activated till 30-12 and sought explanation from them while explaining the difficulties mental agony faced by me during my stay out of Andhra Pradesh. It was informed from the backend that an amount of Rs.100/- adjustment for non providing the service was granted. Do not trust Airtel!
