Non Delivery of the Product after payment

Hi,

I got a mail from BAGITTODAY (INDIA GROUP) stating that I won a Reebok Watch for free and I just need to pay delivery charges of Rs.399 which I did.

Order Placed on Feb 6 and they promised to deliver the product to my doorstep with in 14 Days. After a month on March 11 I enquired for non delivery of the product, they replied me on March 16 stating that product is not delivered due to "Payment Declined by Customer as per courier department". This is fraud because I was not supposed to make any payment to the courier dept. because I already paid the amount online and I have receipt for the same. I informed them about mistake happened at their end. Again I got a mail on March 24 from BagItToday that they will redispatch the order and assuring me delivery of the product with in 14 days. After waiting for more than a month I mailed them again on April 26 and asked them to refund my amount i.e. Rs. 399. In respose to the mail they told me that they will not able to refund the amount in any condition and they told me to wait for the product.
