Non deliever of shoes

I had ordered under the offer scheme for Reebok shoes size 7, My membership number is ITBC07290368 in the month of January, the amount was deducted from my Amex credit card.in feburary. Since 4 march i have been calling and when ever I call the customer care they tell me wait for 1 week it will be delivered. Today also when I called I was informed its been dispatched on 15 April, but I am yet to receive it.
